“全岛封关”！海南还能想飞就飞吗？

　　2018年以来，海南探索建设中国特色自由贸易港，“全岛封关”就成为海南的高频热词。

　　海南省3月29日在博鳌亚洲论坛2023年年会上举办“蓬勃兴起正当时海南全面深化改革开放五年来进展成效”首场新闻发布会。会上介绍，截至目前，海南全岛封关运作各项准备工作任务均已取得阶段性进展，全面启动全岛封关运作准备。

　　封关就是封岛吗？

　　其实，封关运作是一个海关术语，要在海南全岛建成一个由海关监管的特殊区域，在这个特定区域内，“封关”的概念可以简称为：一线放开、二线管住、岛内自由。

　　海南全岛封关仅就关税而言。商品从境外进入海南自贸港“一线”放开，免征关税；从海南自贸港进入内地要经海关“二线”管住。

　　“一线”指的是海南自贸港与全世界的联通。这意味着和全世界的联通更加顺畅，岛内实行更加自由便利的贸易投资政策。

　　“二线”指的是海南自由贸易港与内地的联通，就是在海南自贸港和内地之间进行适度的管制，目的是为了保障国家贸易管制政策的统一和做好与内地税制落差的衔接。

　　管理的对象主要是货物、商品、运输工具，但与内地间人员往来不会发生变化。

　　封关后赴海南要办理证件吗？

　　对普通人而言，“海南全面启动全岛封关运作”不免会联想到当年深圳穿越二线关的“边防证”。其实，海南封关对人员流动不做限制。

　　《海南自由贸易港建设总体方案》明确，在实现有效监管的前提下，建设全岛封关运作的海关监管特殊区域。对货物贸易，实行以“零关税”为基本特征的自由化便利化制度安排。对服务贸易，实行以“既准入又准营”为基本特征的自由化便利化政策举措。

　　由此可见，“封关”对应的是“物”，从国内往返海南的人员不受任何影响。

　　2022年4月21日，时任海南省省长冯飞在2022年博鳌亚洲论坛年会全球自由贸易港发展论坛上表示，全岛封关后海南和内地间人员往来不会发生变化，货物流通相较对外开放口岸更加便捷高效。

　　海南封关运作进展如何？

　　全岛封关运作项目建设是海南自由贸易港建设的标志性和基础性工程，也是海南省当前的“一号工程”。

　　中共海南省委常委、宣传部部长王斌3月29日在博鳌亚洲论坛2023年年会举办的“蓬勃兴起正当时海南全面深化改革开放五年来进展成效”首场新闻发布会上表示 ，截至目前，全岛封关运作各项准备工作任务均已取得阶段性进展，一批重难点政策制度研究不断深化；海南省牵头的25个全岛封关运作第一批项目已经全部开工建设，目前进展顺利。

　　全面启动全岛封关运作准备，主要包括64项工作任务、31项建设项目(口岸建设、海关查验设备等)和27项压力测试事项，都在紧锣密鼓推进，确保今年具备封关硬件条件、明年完成封关各项准备、2025年底前实现全岛封关运作。

　　今年1月，琼海博鳌机场“二线封关”口岸项目顺利封顶，成为海南自贸港首个封顶的封关运作项目。

　　近日，海关总署从全国7个直属海关选派的10名业务专家抵达海南，这些具有丰富经验的业务骨干将在海口海关进行为期两年的集中攻坚，直至2025年全岛封关运作。为全力加快支持推进海南自贸港建设，今年2月份以来，海关总署举全国海关之力，派出援派专家团及封关运作、智慧监管平台建设、税政调研、口岸建设、风险防控等专项工作组10批次200余人，密集到海南开展调研考察、集中攻关。

　　海南自贸港蓬勃兴起

　　数据显示，海南逐步构建自贸港政策制度体系，三张“零关税”清单、企业和个人15%所得税、加工增值货物内销免关税等180多项政策文件落地实施，外商投资准入负面清单缩减为27项，经营主体五年增量超过之前三十年的总和。截至目前，经营主体增速连续36个月保持全国第一。

　　五年来，海南离岛免税销售额超1300亿元。王斌说，海南将积极丰富海南离岛免税市场供给，推动离岛免税品牌、品种与价格“三同步”。

　　根据最新政策，游客到海南购买离岛免税商品更加便利。自2023年4月1日起，海南离岛免税购物新增“担保即提”和“即购即提”两种提货方式。(中新社微信公众号 整理：陈少婷 王晓东)
